Rreth
deklarata is a civic-transparency project that performs computational analysis on Kosovo's public register of asset and interest declarations.
Why
The register is public, but it is 36,000+ PDFs. A citizen cannot read it. This site does what any careful reader would do if they had the time — it reads every filing, sums every section correctly, and notes where declared wealth, income, and liabilities do not arithmetically reconcile.
Principles
- Evidence, not accusation. Every number is traceable to the exact filed PDF. Nothing on this site asserts a crime.
- Right of reply is a first-class feature. Every profile carries a status badge for the reply workflow, and every response received is rendered verbatim.
- Public office, not private life. Family members are never profiled as independent subjects. Only their declared line-items appear, as declared.
- Reproducibility. The methodology page publishes every formula. The data page publishes the normalised CSVs, and extractions are available to researchers on request.
- Accessibility. WCAG 2.2 AA. Keyboard navigable. Charts carry screen-reader-accessible data tables.
Who
This is an independent project, not affiliated with any political party, NGO, media house, or foreign government. It is funded by the maintainer out of pocket. Contact details are on the contact page.
Legal posture
Content is written to be publishable under Kosovo's Law No. 02/L-65 on Defamation and Insult (truth is a complete defence; good-faith reporting on matters of public interest is protected) and under the Swiss Strafgesetzbuch Art. 173–178 (defamation is criminal; exoneration requires proving public interest and truth or serious good-faith grounds). The build pipeline runs an editorial gate that fails the build if any profile asserts a crime or names a family member as a profile subject.
